Power-sector reform is accelerating again—who will benefit?

The Implementation Opinions set out the key tasks for improving the national unified electricity market system over the next five to ten years, and propose two phased objectives: by 2030, the national unified electricity market system will be basically in place, with market-based transactions accounting for approximately 70% of total electricity consumption across society; and by 2035, the national unified electricity market system will be fully established, with market functions further maturing and improving and the share of market-based transactions steadily increasing.

Opinions of the General Office of the State Council on Improving the National Unified Electricity Market System

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all subsequent plenary sessions of the 20th Central Committee, fully, accurately, and comprehensively apply the new development philosophy, and, in accordance with the requirements of building a unified national market, deepening power-sector reform, and developing a new-type power system, uphold national unity and smooth circulation. We will focus on breaking down market segmentation and removing regional barriers, promoting efficient interconnection and seamless integration among markets, and coordinating efforts to achieve a high-level, dynamic balance between supply and demand in the electricity market. We will strive to expand scale, improve structure, and broaden functionality, thereby establishing a sound electricity market system that is unified and open, characterized by orderly competition, safety and efficiency, and sound governance. On the basis of ensuring the safe and reliable operation of the power system, we will ensure smooth and orderly market operations, uniform and efficient trading rules, and fair and reasonable allocation of benefits, thus providing strong support for safeguarding energy security, promoting economic and social development, and advancing the green and low-carbon transition.

To implement the decisions and deployments of the Party Central Committee and the State Council, and in accordance with the requirements of the Energy Law of the People’s Republic of China that operators of energy transmission pipeline facilities shall provide energy transmission services in a fair and non-discriminatory manner, the National Energy Administration has organized regulatory inspections on grid fairness and openness in several provinces. These inspections have uncovered a number of violations of regulations governing grid fairness and openness. To further enhance the level of fair and open grid services and fully leverage the educational and warning effects of these typical cases, we are now releasing information on seven representative cases.

To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Third and Fourth Plenary Sessions of the 20th Central Committee, to steadily advance the construction of a new energy system, to achieve the goals of peaking carbon emissions and achieving carbon neutrality in a prudent and orderly manner, and to promote a comprehensive green transformation of economic and social development, the China Energy Research Association will hold its 2025 Annual Conference in Beijing on December 3, 2025. As an important component of the Annual Conference, the Virtual Power Plant Specialized Committee of the China Energy Research Association will concurrently host the 2025 Annual Conference and Academic Exchange Meeting of the Virtual Power Plant Specialized Committee, themed “Aggregation, Coordination, and Empowerment.”

Guiding Opinions on Promoting the Consumption and Regulation of New Energy Sources (NDRC Energy [2025] No. 1360)

The Development and Reform Commissions and Energy Bureaus of all provinces, autonomous regions, and municipalities directly under the central government, as well as the Xinjiang Production and Construction Corps; the Beijing Municipal Commission of Urban Management; the Tianjin Municipal Bureau of Industry and Information Technology; the Liaoning Provincial Department of Industry and Information Technology; the Shanghai Municipal Commission of Economy and Informatization; the Chongqing Municipal Commission of Economy and Informatization; the Gansu Provincial Department of Industry and Information Technology; all branch offices of the National Energy Administration; and relevant central enterprises: In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and the successive plenary sessions of the 20th Central Committee, to put into practice the Energy Law of the People’s Republic of China, to refine policies and measures for the consumption and regulation of new energy sources, and to provide strong support for the construction of a new energy system and a new power system, we hereby put forward the following guidelines.

This summer, the maximum power transmitted across regions and provinces within the State Grid's operating area reached 229 million kilowatts.

The scope of participation in ensuring stable power supply has now expanded to include ordinary residential users. "This summer, we launched an energy-saving response campaign, encouraging residents to conserve electricity through a series of incentives," said Zheng Kangzhen, Deputy Director of the Marketing Department at State Grid Anhui Electric Power. He added that the initiative attracted more than 5.4 million household registrations across the province, with the highest single-day load reduction reaching 1.0011 million kilowatts. This not only met residents' daily electricity needs but also helped cut peak demand by nearly 1.5%.
